Indo-russian Integrated Long Term Programme Of Cooperation In Science & Technology.

Dr S Sivaram and Acad V.N. Parmon made a joint presentation on the activities in this area. The Joint Council noted that the programme in the area of Catalysis has not been very active in recent years on account of two reasons. One, there is absolutely no funding forCatalysis on Russian side. Secondly, many areas of research in Catalysis have commercial implications and hence require appropriate guidelines concerning Intellectual Property Rights. The Joint Council also noted that there has been significant changes in this area of science, both, in India and in Russia. Therefore, there is a need to infuse new life into this programme. The Joint Council recommended that new proposals for collaboration in basic science area related to environmental catalysis, Catafysis of fine chemical processes and catalysis for energy technologies be considered for future collaboration. Areas lrelated to technology transfer may be taken up through the proposed Technology Clearance Centre. To facilitate closer understanding between Russia and India. The Joint Council endorses the idea of organizing joint Workshops regularly.

The Joint Council noted with satisfaction the progress made under the following projects and recommended their continuation in the programme:

  1. A-4.14 Design of biofunctional supported non-iron catalysts for low temperature ammoniasynthesis.

  2. A-4.16 Study And Development Of Hetrogeneous Photocatalytic Removal Of Hazardous Compounds From Water And Air

  3. A-4.19 Oxidation Of Hydrocarbons By Molecular Oxygen And Peroxides

    (PC: Dr Georgiy B Shulpin, SICP, Moscow)

7. 4 .1 The Joint Council also recommended completion / short closure of the following project:

  1. A-4.15 Polymerization filled composites and gas phase polymerization by metallocene catalyst.

  2. A-4.17 Design Of Highly Stable And Low Pd Containing Catalysts For Hydrodechlorination And Methane Combustion: Structure, Reactivity And Reaction Modelling

  3. A-4.18 Catalytic Re-Forming Of Coal For Value-Added Chemicals

The Joint Council also rioted that an Indo-Russian Workshop on Organic Chemistry has just concluded at Bangalore. Proposals arising out of this Workshop will be considered by the PAC-DST and approved after due review process:

1. Development of New Resource and Energy Saving methods in the Sintesis of practically important compounds with a use of novel catalytic system, ionic liquids, supercritical gasesand solid phase reactions. (Prof. G. Mehta, IISc, Bangalore and Prof. MP Egorov, Zelinsky Instt. Of Organic Chemistry, Moscow)

2. New Methods of Sintesis and structural analisis of carbohydrates, steroids, isoprenoids, prostanoids and other major natural compounds and design of molecular probes to assess recognition process (Prof. A. Surolia, IISc, Bangalore and Prof. NE Nifantiev, Instt of Physiology Active Compounds, Chernogolovica)

3. New approaches analisis supermolecular structure nature of chemical bonding and nature of interatomic interactions in molecular crystals on the basis of high resolution x-ray diffraction data (Prof. GR Desiraju, Univ. Of Hyderabad, and Prof. M.Yu. Antipin, Nesimeyanov. Inst, of Organoelement Compounds, Moscow)

4. Polyumerisation field composites and gas phase polymerization on a metalocene catalyst (Prof. RP Singh, Lucknow Univ., Lucknow and Prof. Aldoshin, Instt of Problems of Chemical Physics, Cnemogolovka,Moscow.).
